Confusing watch speaks Morse

The Morse Code from Tokyoflash Japan is a timepiece that vibrates your wrist in, well, Morse Code to tell you the time. If that’s too complicated, the display also has an equally charming way to let you know. We sure as heck ain’t no Samuel Morse and won’t even begin trying to explain it, so here’s a diagram:
